DOE’s 2026 Transmission Draft Identifies Grid Bottlenecks

The U.S. Department of Energy released its draft 2026 National Transmission Needs Study on July 9, identifying a need for more transmission capacity as data centers, manufacturing and other large electricity users add demand. The Office of Electricity announcement frames the issue around connecting new generation and load while relieving congestion on the existing grid.

DOE’s current study page lists September 8, 2026 as the public-comment deadline. The document is a consultation draft, and the department is seeking feedback on its analysis and conclusions. Publication of the final study is a separate step from this summer’s draft release.

A small share of hours carries much of the congestion

One of the draft’s clearest findings concerns timing. DOE reports that most transmission congestion occurs during 5% of hours, with conditions including high net load, cold weather and large differences between day-ahead and real-time market prices. Its release summary identifies NYISO, NorthernGrid South and MISO among the regions with the greatest potential to reduce congestion costs through transmission within the region.

For an electrical engineering reader, the implication is that the timing of network stress matters alongside the amount of electricity a region uses. A system that functions through ordinary operating hours can face a different problem during a smaller set of difficult conditions. The finding directs attention toward those conditions when interpreting the national assessment.

The findings extend across regional boundaries

The study overview also identifies potential value in transmission between regions. Its examples include connections between the Western and Eastern Interconnections, NorthernGrid and WestConnect, and ISO New England and NYISO. DOE bases this part of its discussion on historical locational marginal prices and describes benefits involving reliability, resilience and the ability to meet growing demand.

That makes the connections between neighboring systems a central part of the story. Read together, the findings suggest that an assessment confined to one region can miss part of the transmission question. The relevant engineering problem includes how regions connect, as well as the constraints within each region. DOE’s overview also considers historic constraints and near-term future needs, bringing expected changes in demand into the same discussion as congestion already experienced on the grid.

Specific projects still require separate decisions

DOE’s study FAQ explains that the assessment draws on public data and more than 120 reports. It does not perform additional modeling to prescribe a transmission buildout or select particular projects. Its role is to identify areas of need that can inform planning. That distinction matters when reading the regional examples: evidence of a transmission constraint establishes a problem to investigate, while a proposed line still needs its own engineering and planning work.

The FAQ also identifies limits in the underlying evidence. DOE points to inadequate transmission data for fully assessing Alaska and Hawaii and says missing data should not be read as proof that transmission needs are absent. It separately explains that the study does not designate National Interest Electric Transmission Corridors or automatically give a project preference in a funding competition.
